At the request of the State Planning Committee of Vietnam, advisory groups were organized in Japan and Vietnam to study and propose how to create and operate a system of economic forecasting suitable for Vietnam's burgeoning market economy.
The Japanese advisory group was dispatched to Vietnam to lead a seminar for the Vietnamese participants, the advisory groups met to exchange ideas and information, and a survey was conducted in Vietnam toward the creation of an economic forecasting model. The Japanese advisory group compiled an English-language report on thestudy and submitted it to the Vietnamese government.
