Capacity Building for Cambodian Public Officials

Project Outline
In this project, training in policy drafting and implementation is provided for Cambodian civil servants in an attempt to facilitate smooth financial and administrative operations in Cambodia.
Implementation Plan
In the second year of the three-year project, the following activities will be carried out.
  • Training workshops and development of teaching materials (outsourced to the Council for Administrative Reform (CAR))
    • (1) Workshops (three times annually, Phnom Penh) and development of teaching materials
      Workshops on the following themes will be held for mid-career public servants from CAR and teachers from institutions of higher education.
      • (a) Use of PCM (Project Cycle Management) and the KJ-Method (information management method developed by Jiro Kawakita) for policy formation and problem solving (30 participants/ one workshop, total of 90 participants/year) Invited lecturers will include Hisao Inoue (Pacific Resource Exchange Center (PREX)) and PCM specialists from the International Development Center of Japan (IDCJ).
      • (b) Training in preparation of case studies for teaching purposes (30 participants throughout the year)
        Individually or in groups, participants will prepare case studies on Cambodia-specific themes.
        Lectures will be provided by specialists from Asia including Hiroaki Inatsugu, professor at Waseda Graduate School, and Kim Song TAN, Associate Professor of Singapore Management University.
    • (2) Committee meetings for development of teaching materials for regional civil servants (three times per year, Phnom Penh)
  • A ten-member committee composed of project collaborators from Cambodia, including persons from the Council for Administrative Reform (CAR), as well as experts from Japan and Singapore, will discuss development of administrative management teaching materials that make use of TV, the internet and other visual media. Furthermore, the committee will advance preparations of teaching materials suited to Cambodian municipalities, making use of the teaching materials created in the case study development workshop in (1) (b).
  • Project management (self-operated part)
    Coordination and monitoring will be carried out as necessary for the effective management of the project. Moreover, a meeting will be arranged in advance for stakeholders to discuss workshop themes, lecturer selection and development of textbooks for regional civil servants.

The workshop
From February 6th to 10th (four days excluding holiday), workshops were held in Phnom Penh for mid-career public officials from central ministries on the theme of "Capacity building for civil servants in Cambodia".
At the workshops, lecturers from Japan, Korea and Singapore delivered lectures on Conflict Management/Solutions - a main issue in administrative management - and Performance Management.
The participants were very positive about what they had learnt in the workshops, particularly the group discussions of concrete case studies.
