Capacity Enhancement of Organizational Management in Myanmar

Project Outline
This project aims to contribute to the development of human resources, specifically those working in administrative bodies, in Myanmar. To achieve this aim it conducts training sessions in the country where the knowledge and experience of Japan and other Asian countries can be shared with Myanmarese civil servants.

Organizational management training held for mid-career civil servants in Myanmar
From July 1-4, 2014, a training session was held in Bagan (Central Myanmar) for mid-career civil servants. Twenty individuals selected from the Ministries of Energy, Labour, Finance and other central government ministries attended the event. On the first day, the opening address was given by Mr. Kyaw Thu, Chairman, Union Civil Service Board. This was followed by a speech by the president of the Sasakawa Peace Foundation, Mr. Takagi, detailing the history, content and objectives of the SPF project in Myanmar. In this training session for mid-career civil servants, several topics in organizational management were addressed, including 'responsibilities of mid-career civil servants', 'communication skills', theory of organizational management', 'leadership', and 'personnel development'. In addition, lectures were held on 'good governance', with a focus on civil service ethics in public sector management. The discussions were very lively and interesting, highlighting case studies from Japan and drawing parallels with Myanmar.
Delegation of civil servants from Myanmar arrives in Japan for training sessions
In this training session, 15 managers from the Myanmarese civil service that had previously participated in training sessions were selected to take part in further training from August 24-28, 2014. While in Japan, various opportunities were provided for the group to study organizational management theory and case studies in the field. (Cities visited: Tokyo, Saitama, Hiroshima, Osaka, Hyogo) In Tokyo, the group visited the office of the Cabinet Secretariat, which was established in May 2014, and heard a lecture about the traditional personnel system and inter-ministry personnel system. They also visited the National Personnel Authority Training Center (Iruma, Saitama), where they heard about human resource development and the training system in the National Personnel Authority and toured the facility.
Following the training in Tokyo, visits were paid to the Hiroshima Peace Memorial Park and the Hiroshima Peace Memorial Museum. Next visited were government office buildings in Hiroshima, where the group heard about the local civil service system of Japan, the employment process in Hiroshima City, and subsequent human resource development and training systems. Next, at the Disaster Reduction and Human Renovation Institution, they heard an overview of crisis management training for civil servants, among other topics.
Program Overview Conference held for participants in training sessions over the last three years
This is three-year project aims to contribute to the development of human resources, specifically those working in administrative bodies, in Myanmar. To achieve this aim, training sessions are held in the areas in which the knowledge and experience of Japan and other Asian countries can be shared with Myanmarese civil servants. From 2012 until now, director-general level civil service training sessions have been held (for a total of 45 participants), and mid-management-level civil service training session (for a total of 100 participants) have been held annually. This time, a selected group of 45 trainees was invited to visit Japan. For a four-day-period beginning January 13, an overview training session was held for participants in the training sessions over the last three years, with the objective of reviewing and applying the content of the previous sessions and to promote networking among the participants.
In the general training session, the trainees were split into two groups: director-general level trainees and mid-manager-level trainees. Each group spent two days attending lectures on the following topics: 'leadership', 'human resources', 'organizational and communication skills', and other themes on the topic of organizational management. Next, the groups applied what they had learnt by demonstrating concrete examples of policy-making in practical exercises and group presentations. On the last day, a joint closing ceremony was held for the director-general level civil servants and mid-management-level civil servants, with closing remarks given by Mr. Than Tun, from Union Civil Service Board and the Executive Director of the Sasakawa Peace Foundation, Mr. Sugai. Certificates of completion of the training sessions were then presented to the participants. A reception was held after presentation of the certificates.
