Defense Budgets, American Power, and Asian Security

Project Outline
This project aims to review and analyze the Japan-U.S. cooperation and coordination after Fukushima nuclear accident caused by the Great East Japan Earthquake and tsunami on March 11, 2011.
It will report on the lessons learned to prepare from the experience between the two countries for the future nuclear crisis.
Implementation Plan
The following activities will be implemented during the initial year of this two-year project.
  • Research meetings (about five times during the year, in Tokyo)
    A study team will be established consisting of Japanese experts, including Prof. Satoshi Morimoto (Professor, Takushoku University) as chair, and Prof. Nobumasa Akiyama (Associate Professor, Graduate School of Law, School of International and Public Policy), and Prof. Dr. Heigo Sato (Professor, Institute of World Studies, Takushoku University) as core members. The team will hold meetings conduct interviews and collect data and reports related to the subject.
  • U.S.-Japan Joint Workshop (in Tokyo):
    A closed workshop will be held for the preparation of policy recommendations and report, with participation from the Japanese study team members and U.S. experts.
  • Study trip to the U.S. (in Washington, D.C.):
    Team members will travel to Washington, D.C. to conduct interviews with U.S. experts and hold a workshop.
  • Drafting of policy recommendations and report:
    Based on research, interviews, and discussions at study meetings, etc., Japanese study team members and U.S. experts will write a policy recommendation report.
Project Results
In the first year of the project, members of the study team conducted six research meetings as well as interviews with experts from Japan and the U.S. who were involved in the response effort after the Fukushima nuclear accident and Japan-U.S. coordination processes.
In addition, the study team members exchanged views with U.S. experts at a closed workshop in the U.S. Through these activities, the team has prepared to make its final report, including policy recommendations, in the 2nd year of the project.
