Sending of Markers Construction Draft Directive

On January 22, 1895, the Home Ministry sent a draft directive for the governor of Okinawa Prefecture based on Naikaku Hi (cabinet approval) 16 to the Ministry of Foreign Affairs to discuss the details of the draft. The Home Ministry submitted the draft under the name "Meiji nijurokunen juichigatsu futsuka zuke ko dai hyakujuichi go joshin hyoko kensetsu ni kansuru ken kikitodoku" (Approval of Ko 111 Petition Regarding Construction of Markers, November 2, 1893) to be signed by both the home and foreign ministers. The Ministry of Foreign Affairs made a clean copy of the directive, stamped it, and sent it back to the Home Ministry on February 2. (Ref. 1)

Note: Accordingly, this directive must have been sent to Okinawa Prefecture on February 3 or later.
