As one of the strategic projects of human resource development, SPAF assisted Japanese Language education in Hanoi from 1992 in response to a request of the Ministry of Education and Training in Vietnam. This was a three year project and was completed in June 1995.

This project aims to encourage economic relationship vis-a-vis cultural exchange between Vietnam and Japan by offering Japanese language training for Vietnamese teachers. Trainees are expected to be Japanese language teachers subsequently after the training. During the three years, 47 students successfully completed the training course. In February 1993, a Japanese language course for non-teachers also commenced in Hanoi. SPAF also supported to make teaching materials including textbooks and cassette tapes.

In October 1993, and also 1994, when the Embassy of Japan in Hanoi hosted a "Japanese Cultural Week", SPAF assisted the Ministry of Education and Training in holding Japanese speech contests in Hanoi. Apart from this, SPAF eventually invited four contest winners each year to Japan as the prize of the contest.
