SPAF gives priority to the below-outlined activities, particularly those capable of promoting further development and regional cooperation:
1) People exchanges on all levels, from the grassroots to the VIP-level, who have the potential to enhance mutual understanding among the people in the region, including Japan.
2) Human resource development and capacity building activities, including those aimed at promoting further development and/or regional cooperation in the economics, political, environmental and other relevant fields in the respective countries, which are carried out in collaboration with Japan or other Asian countries. To foster capacity building in the respective countries, conferences, seminars and research projects organized by think tanks and NGOs in the region are encouraged.
3) Research with tangible application to economic reform policies, macroeconomic policies, socioeconomic policies/management methodologies, political analysis for economic stability, or other fields that reinforce ongoing reforms in the region and/or enhance regional cooperation.
Ineligible Project Activities:
The following activities fall outside the sphere of SPAF's grant-making guidelines:
1) Acquisition of movable and immovable property and building construction
2) Normal budget expenditures of organizations
3) Activities of commercial nature
4) Research of a purely academic nature
5) Translation of books and teaching materials
6) Emergency relief activities
