This project aimed to encourage the rebuilding of Cambodia's intellectual property and the improvement of its intellectual infrastructure by supporting preparation of legal documents. Specifically, it was planned to compile two legal textbooks in Khmer, one on constitutional law and one on public administration law. With the cooperation of Cambodian legal scholars and researchers, archival research on the general principles of laws and systems concerning public administration and the constitution, as well as work to elucidate the status and problem areas of both fields, began in July. But because the leader of the textbook-writing group was a member of Cambodia's Constitutional Council and was extremely busy with deliberations on several issues, the writing process fell far behind schedule. In the circumstances, it was decided to cease work on the textbook on constitutional law for the time being and concentrate on the textbook on public administration law. This textbook, General Administrative Law, was published in March 2001, and 2,000 copies were distributed to relevant agencies. |
