Training for Civil Servants in Myanmar

Project contents
Major changes are forecast for the national polity of Myanmar following the general election, due to be held in autumn 2010. As the polity of Myanmar passes through this transition period, mid and upper level public servants will play significant roles. Hence, improvements in their capabilities will be of great importance to the country. This project aims to develop the capacity of Myanmarese public servants during the time of transition. Part of the project will be outsourced to the Civil Service Selection and Training Board (CSSTB), in an effort to simultaneously raise the capacity of the board while the board itself seeks to raise that of the public servants.
Implementation plan
In the second year of the three-year project, the following activities will be carried out.
  • Capacity building workshop for Myanmarese civil servants (consigned to CSSTB):
    • Workshop (one week long, held once per year): A capacity building workshop will be held for sixty mid and upper level public servants in Myanmar. Experts from around Asia will lecture at the workshops, on the topics of the role of the public sector and human resources development.
    • Result sharing workshop (February): A workshop will be held for approximately sixty public servants in Myanmar to share results obtained during training and inspections overseas.
    • Participation at the 15th ASEAN Conference on Civil Service Matters (ACCSM) (August, 15 persons)
    • Dispatch of CSSTB staff: Three CSSTB staff members will be dispatched to carry out coordination of the training and inspections.
    • Training of Trainers (TOT) Course: A capacity building course will be run for trainers of public servants.
    • Publication of a periodical on administrative service, and development of training materials
  • Overseas training and inspections: Fifteen individuals, respectively, will be sent to training institutions for public servants in India and elsewhere (September, November).
  • Liaison activities carried out by the country coordinator: In the interests of operating the project smoothly, relevant management tasks will be outsourced to Aye Lwin, former ASEAN-Myanmar Director-General at the Foreign Ministry.
  • Monitoring/coordination relevant to the above activities
Project Results
This project seeks to strengthen the abilities of mid-level and upper-level civil servants in Myanmar by conducting workshops with Japanese specialists, overseas study tours and other initiatives. The related administration work was contracted to the Civil Service Selection and Training Board of Myanmar (CSSTB).

Overseas study tour on personnel systems was conducted from January to February 2011, and sent 15 mid-level civil servants from Myanmar to India. In addition, two CSSTB members participated in the 15th ASEAN Conference on Civil Service Matters and reported on the current state of government reforms in Myanmar.
