The Role and Impact of Universities in a National Innovation System

In order that a nation can further technological innovation, then use this innovation to drive economic growth, it requires a comprehensive National Innovation System (NIS). In Asian countries now pursuing industrialization, the importance of the role played by universities for the NIS is growing. However, in developing countries, there is little information available regarding the role and contribution universities can offer to NIS, preventing policymakers from implementing effective science and technology policies. In this project, a research team comprising researchers from major universities in eight Asian countries, including Japan, will be formed to study the past experience of the researchers at their respective universities in terms of technology transfer cases, systems and policies of technology transfer, patent application, joint studies with public research institutions and/or private for-profit sectors, etc. Through comparative analyses of the roles and contributions universities have made to the NIS structure of each country, the project seeks to derive policy recommendations on the role of universities in the NIS of the developing countries.

In this fiscal year, the final year of the project, the following activities will be carried out.?
  1. Surveillance study/ writing report (April 2008-January 2009)
    Surveillance studies will be continued, focusing on the following eleven universities in their respective eight countries or regions. University of Tokyo, Tohoku University, Kyushu University, Korea Advanced Institute of Science and Technology, Tsinghua University, Hong Kong University of Science and Technology, Indian Institute of Technology Madras & Indian Institute of Technology Bombay, Malaysian Multimedia University, Mahidol University, National University of Singapore, and National Taiwan University.

  2. Participation in an international conference given for the Comparative Study of Mechanisms and Incentives for University-Business Interactions in Four Developed Countries project (October 2008, San Francisco)
    Project officer Poh Kam and professors from the National University of Singapore will attend a conference given as part of the Comparative Study of Mechanisms and Incentives for University-Business Interactions in Four Developed Countries project, hosted by The Council for Industry and Higher Education (UK), where they will report on the current status of Mechanisms and Incentives for University-Business Interactions in the target Asian countries.

  3. The final workshop (February 2009, Beijing)
    Research results will be reported at a workshop attended by approximately forty individuals including project participants, four researchers (USA,UK, Canada) involved with the Comparative Study of Mechanisms and Incentives for University-Business Interactions in Four Developed Countries project, invited guests from overseas, governmental science policy officers and Japanese experts.

  4. Publication of research and proposal reports (500 copies, to be published in English in March 2009)
    Proposals regarding strengthening the Role of Universities in a National Innovation System will be drawn up on the basis of the research results. Proposals will be published as a series of reports in the same manner as for the Comparative Study of Mechanisms and Incentives for University-Business Interactions in Four Developed Countries project, and publications will be distributed to the relevant persons in each target country.
