Civil Society Watch: Toward the Establishment of an Enabled Environment to Promote Civil Society

In the wake of 911 terrorist attacks, there has been a trend of amending NPO-related laws for the worse for the sake of controlling organizations that could be breeding grounds of terrorists. This trend fueled on itself to the extent that restrictions are imposed even upon non-profit activities which are totally irrelevant to terrorists. This is in part a reactionary movement to a rise in the influence of non-profit sectors on the society. The non-profit sector in itself needs to address this issue from an organizational as well as global point of view, but any specific measures have yet to be set forth. This project attempts to develop "Early Warning System" in an effort to lay a better foundation for promoting non-profit sector's activities. It is a comprehensive system that seeks to improve the situation by means of three components. First, for the purpose of objectively understand the legal systems and regulations in different countries that would affect non-profit, and overall situation surrounding sector, data will be collected and relevant indices be created. Second, based upon an analysis of the collected data, implications stemming from legal systems and others will be projected. And finally, the information will be disseminated of and advises will be offered.
The following activities are planned in the first year of the project.
- Preliminary Report (2007)
Prior to the development of the Early Warning System, a preliminary study will be conducted through information exchanges with people from NGOs and research communities around the world so as to develop indices that can capture the situation surrounding non-profit sector objectively, and a preliminary report will be produced.
- Development of Trial Version of the "Early Warning System" (October 2007-March 2008)
Based on the findings of the preliminary study, a trial version of the "Early Warning System" will be developed.
