The Role and Impact of Universities in a National Innovation System

In order to propel technological innovations, a nation requires a comprehensive National Innovation System (NIS). In Asian countries, the importance of a role played by universities for the NIS is growing in their pursuit of industrialization. However, in developing countries there is little information available with respect to the role and contribution universities can offer for NIS, preventing policymakers from implementing effective science and technology policies. In this project, a research team will be organized comprising researchers from major universities in eight Asian countries including Japan to study past experiences of their own respective university in terms of technology transfer cases, systems and policies of technology transfer, patent application, joint studies with public research institutions and/or private for-profit sectors, etc. Through comparative analyses of the roles and contributions universities have had in NIS structure of respective country, the project seeks to derive policy recommendations on the role of universities in the developing countries' NIS.
The following activities are planned in the first year of the project.
- Workshops (Twice, Singapore/Bangkok)
Round One: Researchers ensure that share common perspectives are held and which analytical methods shall be employed in the survey.
Round Two: Submission of preliminary reports, opinion exchanges and coordination of following year's implementation plan are expected.
- Survey
Researchers from the universities listed below will conduct surveys, including interviews, on the experiences of technology transfer, patent applications, etc, covering their home institutions that include: the National University of Singapore; Tsinghua University (China); the Korean Advanced Institute of Science and Technology; the University of Tokyo; Malaysian Multimedia University; Indonesian Bandung University of Technology; Chulalongkorn University (Thailand); Mumbai Institute of Technology (India).
