Initiative towards Shared Integration: Its Implications for Northeast India

The concept of human security has already been developed by the UN Commission On Human Security, and a report has been presented. The Human Security Fund was established to provide for international organizations, while Japan's Grassroots-Grant Assistance was put into place for NGOs and local institutions, both in order to put the concept of human security into practice. Neither of the two, however, has been successful so far in differentiating themselves from conventional agenda such as development and human rights.
This project aims to develop indicators for human security that can serve as a guideline for practical activities. By giving a fresh perspective to various activities that have hitherto been regarded either as development project or human rights issue, the project tries to induce an evolution from "human security as a concept" to "human security as a practice". Field works in the Northeastern states of India including Assam and Orissa followed by an analysis are planned.
The following activities are planned in the first year of the project.
  1. Establishment of Basic Framework (May 2007, Guwahati, State of Assam)
    A basic framework will be formulated led by Mr. Sanjoy Hazarika, Managing Trustee of Centre for Northeastern Studies (India) so as to perform a comprehensive analysis encompassing political, economic as well as social aspects.

  2. Field Work (August 2007, 3 weeks, the State of Assam)
    In accordance with the basic framework laid out in the step above, a field work will be conducted, followed by a report. Experts will be invited from The International Centre, Goa and overseas for the field work.

  3. Study Committee (November 2007 - January 2008, 3 sessions, Sikkim etc.)
    A study committee consisting of 10 members will be organized and sessions will be held to refine the human security indicators.

  4. Result Announcement Workshop (February 2008, Delhi)
    Politicians representing the federal government of India as well as Northeastern states will be invited along with experts on Northeast Asia to hold a workshop to present the outcome of discussions and analyses from the study committee. Furthermore, the discussions in the workshop will be compiled as a report for subsequent distribution to international bodies, government ministries and agencies, research institutes and other concerned entities in various countries.
