Toward an International Indicator and Policy Information System on Cultures and Globalization

In order for various cultures to co-exist, it is imperative to have a grasp of differences of cultures and changes resulted from human interaction, i.e. globalization. This project aims to develop an indicator that adequately represents the relationship between globalization and cultures so as to capture constantly changing trends in culture and its global diffusion, thereby contributing to the formulation of cultural policies toward globalization. Drawing upon existing results of preceding studies, the project attempts to develop concepts and methodologies as to how globalization-related information and data in language, tradition, religion, media, society and the arts shall be gleaned, culled and combined. Moreover, a global network encompassing cultural experts in business community, academia and civil societies will be constructed for the purpose of annual questionnaire which will serve to update and improve resultant indicator every year.
The following activities are planned in the first year of a 3-year project.
  1. Development of Concept and Methodologies for Indicator Development (2007)
    Prior to the development of an indicator, concepts and methodologies to select and bring together information related to globalization are to be developed, building upon existing studies regarding cultural indicators. Based on the developed concepts and methodologies, with economic aspects of culture as well as globalization chosen as the focus of this year, data and information as to tourism, immigrants and migration of religion and/or culture will be collected in order to build the sets of indicator.

  2. Network Building with Experts (2007)
    (1) A network consisting of 750-1000 leading figures in principal fields such as language, tradition, the media, etc. will be built. On behalf of business communities, governments, academia and civil societies of various parts of the world, they will be asked to evaluate the usability of the indicator via online questionnaire.

    (2) Workshop (January 2008, London)
    With a view to analyzing the outcome of the questionnaire, a workshop will be held. Panelists consisting of approximately 20 specialists include: Professor X. Greffe, University of Paris I Pantheon Sorbonne; Professor A. Paul, Jamaican West Indies University; Professor H. Moore, the London School of Economics and Political Science, London School of Economics.
