Capacity-Building for NPO Evaluation in China

This project constitutes Phase II of 2001-2003 project "Promoting Evaluation for Development of Chinese Nonprofit Sector" which was implemented to develop evaluation standard for non-profit organizations in China. One of the high-level objectives in Phase I was to provide an institutional environment suited for the development of private-sector organizations after the evaluation of non-profit sector has been penetrated in the society. While a pilot case of objective, index-based, third-party evaluation of private organizations was led by the government, representing some promise for such an environment to materialize, there is a concern that an abrupt introduction of the new policy may only result in the evaluation system that is nothing more than nominal. In Phase II, the project aims to avoid negative effect stemming from the government's misunderstanding, while seeking to achieve a rightful acceptance of the evaluation system and greater attainment of the high-order objectives. Trainings on practical application of the evaluation will be conducted targeting at administrative departments and staff of private organizations. More specific activities include development of study materials, training in model areas, construction of evaluation models that are beneficial for practitioners, hosting of meetings to share the experiences of applying the evaluation, compilation of research papers, and provision of nationwide training sessions.

In the first year, following activities are planned so that the government sector (civilian administration departments) can grasp the direction evaluation system seeks while the private organizations raise awareness about the evaluation thereby promoting better public-private interactions.
  1. Training on Project Evaluation
    Thirty administrators and ten staffers of private organization from model regions (Shanghai, Beijing, Zhejiang, Sichuan, Guangdong, and Hubei Provinces and Xinjiang Uygur Autonomous Region), totaling 40 (of which 35 represent provinces and 5 Beijing) will be invited for a 2-day workshop in Beijing. Materials beneficial for the training will be gleaned while various data and needs of respective region will be assessed to get proper understanding of their status quo, and study materials will be developed.


    Case-based Instructions in the Provinces
    Four locations will be selected out of all model regions for case-based on-site instructions. Two instructions will be provided in each selected location.
