Japan Visiting Program for City Mayors

Since 1990 with the exception of 1991, the Sasakawa Japan-China Friendship Fund has so far supported sixteen groups of mayors and vice-mayors of regional Chinese cities under some specified yearly topics. It has played a significant role in the promotion of mutual understanding amongst Japanese and Chinese regional cities, an in facilitating the development of Chinese regional cities and their economies.
This year, the mayors and vice-mayors from Northwestern region of inland China will visit Japan to meet and exchange views with Japanese central government bodies and municipalities. Since the start of China Western Development in 2000, GDP growth in the western provinces has been phenomenal in the ranges of 8.5% in 2000 and 12.7% in 2005 while environmental degradation due to the development is now perceived as a problem. Since the attainment of economic growth while protecting the environment has now emerged as a substantial challenge, this year's visit will tackle the subject of "Regional Urban Development and Environmental Protection". Upon return, reports will be created and submitted to various institutions concerned.
- Preparatory activities
Preliminary meetings will be held to fix participants upon consultation with Northwestern inland regions consisting of Xinjiang autonomous region, Qinhai Province, Ningxia autonomous region, Gansu Province and Shanxi Province.
- Visit to Japan and Exchange Activities
(1) Constituents of the visiting group: a total of 10 consisting of mayors and vice-mayors of Northwestern regions and journalists.
(2) Timeline and venue: 8 days in June 2007, in Tokyo, Osaka and Hokkaido.
(3) A theme for opinion exchange: "Regional Urban Development and Environmental Protection"
The group will visit the Ministry of Land, Infrastructure and Transport (MLIT), the Ministry of Agriculture, Fishery and Forestry (MAFF), Hokkaido Regional Development Bureau and other national government agencies, local tourist associations, livestock industry, and various enterprises for opinion exchange regarding development of regional cities and environmental protection.
(4) Post-visit meeting: After returning to China, a meeting will be held to review and summarize the outcome of the visit to and exchanges in Japan.
