Cultivating Specialists in International Security Issues/Phase II

In order to promote interchanges in defense field between Japan and China, it is imperative to develop human resources who are well versed in Japanese politics and defense policies in addition to language skills. The SPF implemented a program named Cultivating Specialists in International Security Issues for five years from 1999 to 2003. For the purpose of language trainings, the program invited Japanese language specialists of the People's Liberation Army (PLA) and/or Japan specialists, who upon return joined in a master's degree program at Peking University graduate school. As the 2nd phase of the project, it continues to nurture security issue specialists in China who are conversant with Japanese politics as well as defense policies.
The following activities are planned in the course of this year.
  1. Self-operated Programs: Cooperating with Peking University and the China Institute for International Strategic Studies, the project will provide finance for two best performers out of those who have completed trainings in Japan so that they will attend a program for working people at Peking University's School of International Studies to obtain a master's degree in International Studies. The scope of financing covers their tuition and the cost of gathering materials for study. (Graduation of one recipient is slated for July 2007 and the other for July 2008.)

  2. Grant Project: Training Program for PLA Staff in chage of Japan-China Security Exchange (Implemented by: Asian Forum Japan)
    Dispatched from the China Institute for International Strategic Studies, two working-level PLA staff will be sent to Japan for a one-year comprehensive training program including Japanese language lessons, listen-in to international studies courses at Waseda University, research activities regarding Japanese politics, defense policies and others, on-site visits to regional cities and attendance in relevant defense-related exchange opportunities.
