@Central Eurasia had been split into many independent nations after the disintegration of the Soviet Union, and is now facing many hard problems including smuggling and cross border national security issues. It is essential to have capable and efficient leaders in order to solve these problems, but important positions in the governments are still occupied by old type communist leaders. The project aims to provide young Central Eurasia leaders with essential knowledge and know-how for the establishment of a parliamentary democracy and development of regional collaboration in cooperation with experts and practitioners from Asia, US and Europe as well as past project participants. The project also aims to promote womenfs participation in society by enrolling an equal number of male and female participants in the project, with a particular emphasis on the participation of women from the targeted region in the training..
  This year, CELA seminars and CELA Loya Jirga will be held in order to enhance its educational content and quality of participants. Furthermore, CELA web site will be operated in a bid to maintain the network established during the training and to disseminate information.
  1. CELA Leadership Training (July 2007, Koc University, Turkey)
    Lecturers invited from U.S., Europe, Asia and elsewhere will provide training to about 40 young leaders (with an equal split between male and female) from Central Eurasia region so as to enable them to acquire necessary knowledge for future leaders through coursework and discussions. Subjects: 1) Intra-region cooperation; 2) Multilateral security; 3) WTO and global economy; 4) International terrorism; 5) Method of ensuring confidence building; 6) Democratization and human rights; etc.

     
  2. CELA Seminars (Participants: 25)
    a) Kazakhstan (September 2007)
    A seminar will be organized under the subjects of local media, communication and promotion of tourism.
    b) Tajikistan (October 2007)
    A seminar will be organized under the topic of fund raising of non-governmental organizations and philanthropy as a framework to support networking of female CELA participants.

     
  3. CELA Loya Jirga (February 2008, with 25 former male/female participants)
    Past participants from the targeted countries will gather to exchange views and evaluate CELA training programs so far and to have discussion on the future of Central Eurasia.

  4. Running a CELA website
    This will be set up in an effort to provide a venue of opinion and information exchanges amongst participants in meetings thereby helping maintain human network and facilitating dissemination of information.
