People Participation in Policy Formulation in Vietnam: A Case of Urban and Regional Planning

While Vietnam moves toward a market economy, formation, planning as well as evaluation of policies is still dictated by a political system ruled by one party, which constitutes one of the constraints for the countryfs development. In forming its policy, the country needs to make a transition to a governance system driven by alliances of versatile entities, citizens movement among others, in regions and cities, and by consensus-building when it comes to policies relevant to them. This project aims to identify the role played by citizenfs movement on a regional and an urban level as well as in policy-making processes in Vietnam, based on actual cases of urban and regional development. The project is targeted at policy planners, scholars, researchers and representatives of NGOs. By highlighting the importance of policy formation based on a participative approach and of consensus building, the project aims to demonstrate the role a non-profit organization can play in a developing country.

The following activities are planned this year.
  1. Workshop on Consensus Building Methodology (May 2007, Hanoi)
    Targeting at approximately 50 public officials and members of NGOs in Vietnam, role-playing exercises will be conducted so as to learn how to work out conflict of interests while actual cases in South Korea and elsewhere are introduced. One Japanese expert will also participate in the workshop.

  2. Study Tour in South Korea (August 2007)
    A total of 15 Vietnamese government officials, intellectuals and non-governmental sector representatives will be provided with lectures on the status of NGOs and regional divide existing in South Korea at Kyung Hee University. Afterwards, participants will make on-site observation of the cases of regional development and resolution of conflict of interest. Observation of live experiences of citizenfs activities making impact on local administrators is expected to serve as a reference for the establishment of their own governance model.

  3. Survey on Attitude toward Participative Policy Formation Process and Construction of Governance Model (September 2007-March 2008) Based on Steps 1 and 2, a survey will be conducted to shed a light on the system, organization, power and authority of each entity, development of legal systems, the relationship between multi-level governance and policy formation in an effort to deepen the understanding of Vietnam government and non-governmental groups. Based upon the survey outcome, a governance model will be constructed.
