Enhancement of Teaching, Research, Information and Publishing Capacity for the Academy of Finance

The acceleration of structural reform should be an urgent issue for Vietnam since it is swiftly moving toward a market economy and the economy is becoming more internationalized. It is necessary for Vietnam to reform the financial areas of the government that should be the main target areas for structural adjustments, and to attempt to conduct efficient financial management. However, there are many left over issues including the unclear division of responsibilities between the central and local governments in the areas of budget control and tax practice, and shortfalls in human resources have been pointed out in these areas. Furthermore, provision of infrastructure that facilitates dissemination of economic information to the outside world is an impending need at the time of its accession to the WTO. Targeting as audience at specialists of the Academy of Finance, Ministry of Finance of Vietnam and taking advantage of the experiences of East Asia, the project aims to build capabilities of the specialists who are in a position to lead local officials involved in fiscal administration and to disseminate information regarding market economy by means of various magazines and databases.

The following activities are planned this year.
  1. Workshops (July 2007, Two sets of Four-day Sessions, 40 participants, Hanoi)
    Lecturers will be invited from East Asia to hold a workshop for leaders who are in a position to foster local fiscal officers, and another to train information specialists in the Academy of Finance on how to diffuse information about market economy.

  2. Pilot Training for Local Fiscal Administrators (August and October 2007, Da Nang and Ho Chi Minh City; 40 participants each)
    Experts of the Academy of Finance who have received the training above will serve as instructors in lectures and practical trainings for local fiscal officers.

  3. Database Development (April-November 2007)
    A trial version of database that governs collection, processing and dissemination of market economy-related information will be developed.

  4. Joint Study (April-December 2007)
    Researchers in the Academy of Finance as well as universities will conduct a study on local fiscal system suited to Vietnam. A report session will be held inviting officials of the Ministry of Finance of Vietnam and overseas supporters.

  5. Study Tour for Local Fiscal Officers (December 2007, 8 participants, China)
    With a view to learning local fiscal system in China, a visit will be paid to organizations on which research and studies have been performed.

  6. Study Tour on the Method of Market-Economy Information Diffusion (February 2008, 8 participants, Malaysia and Singapore)
    Practical steps of gleaning, processing and popularizing market economy-based data will be observed.

  7. Renovation of Market Economy Information Magazine
    Making full use of aforementioned training and study tours, magazines edited by the Academy of Finance to cover the latest market economy information and price information will be renovated, with a part of content posted on a website.
