Confidence and Capacity Building among Young South Caucasian Leaders

Although the states in the South Caucasian area, including Armenia, Azerbaijan, and Georgia, have become independent,, this area is still suffering from ethnic conflicts and needs security cooperation for the stabilization and confidence building in the area. Under the current situation, SPAF has been supporting the Capacity Building in Strategic Decision Making: Lessons from the Development Experience in the Asia-Pacific Region project. The present project, Phase II of the original project, aims to foster young Caucasian leaders and build confidence among them by holding workshops introducing experience in East Asia.

The following activities are planned in the final year of the project.
  1. South Caucasian International Security Conference (Early October 2007, Tbilisi)
    An international conference will be organized to discuss regional as well as international issues amongst countries in the South Caucasian area, adjacent area, Asia, the U.S., Europe and Russia. Topics will include gSecurity in South Caucasian areah, gCooperation with adjacent countriesh, etc. Target countries and regions encompass three South Caucasian countries, Iran, Turkey, countries surrounding the Black Sea, the U.S., Europe, Japan, Russia, China, India, Israel, Jordan and Egypt. About 100 individuals engaged in policy-making and research at international bodies, governments and research entities will be invited.

  2. Training Seminar (End of October-Early November 2007, Tbilisi)
    (1) A total of fifteen trainees, five from each of three South Caucasian countries, will be selected through screening of application documents and interviews.
    (2) Under the themes of gSecurity in South Caucasian areah, gEast Asian experiences of developmenth, a 14-day training seminar will be provided for young leaders who are at the forefront of organizations. Upon completion, participants will conduct project evaluation.

  3. Retreat Meeting (Mid- to Late November 2007, Gudauri)
    A total of 45 participants in the 2005-2007 training seminars provided by this project will be invited in an effort to trigger interactions and confidence building amongst them.
