Capacity Building for Enhancing Legal Environment of Nonprofit Sector in Vietnam

In the final year, the following activities will be implemented.
  1. Research Activities regarding the NPO Legislation
    Three research projects are planned to study requirements to upgrade the quality of NPO legislation and to provide structures to support implementation, with reports ensuing. The study will explore the means as to 1) how to assist the completion of the draft Law on Association with an additional legislation for the non-membership organizations, 2) how to identify approaches to include CBO in the law, and 3) how to explore the appropriate registration system for both the growth of NPOs and the effective management of responsible governmental agencies. At the completion of each research project, a regular meeting will be held in Hanoi expecting roughly 50 audience including members of the legislative committee and government officials. Likewise, a year-end seminar will be organized in Hanoi with 60 participants to conclude the study project.

  2. Education to Legislative Committee and Enhancement of Research Capabilities
    (1) Dispatch of Mission Overseas (November 2007)
    A mission mainly consisting of approximately four cadre of the legislative committee will be sent to the Philippines.

    (2) Enhancement of Research Capability and Networking with External Experts
    A five-day capacity building program will be provided to 20 legislative committee members and government officials with respect to techniques for drafting legislative bills and research methodology. Additionally, a conference will be organized assembling about 30 people for the purpose of network enhancement amongst the committee members and external specialists such as university professors in order to improve the content of bills.
