Capacity Building for NPOs and Concerned Governmental Officials in Lao PDR

Because of the influence of participation in ASEAN, it has been acknowledged in Laos that non-profit organizations have very important roles to play in social development, and the Laotian NPO sector has reached important turning points. However, the base of the Laotian NPO sector is still fragile, and they do not receive enough support from other sectors, including the government. Under the current situation, the project aims to promote the development of NPO sectors in Laos by helping NPO sectors and the Laotian government including the communist party understand the importance of NPO activities, thereby introducing opportunities for collaboration between them. The project will use information and experience gained in Vietnam and China, which have similar backgrounds.
The following activities are planned this year.
- Dispatch of a Research Mission Regarding NPO Sector (June 2007)
With a view to gaining a good grasp of policies and legal systems with respect to NPO, in addition to the current status of NPO activities, in China, five representatives including chief policymakers of the Laotian government/Communist Party as well as representatives of NPO sector will be sent to China. The mission will pay visits to the Legislative Affairs Commission of the China Peoplefs Congress, the Ministry of Civil Affairs |Bureau of NPO Administration, Tsinghua University and other NPOs.
- Multi-Sector Meeting (August 2007)
A multi-secter meeting will be held for the purpose of discussions regarding how to provide for legal structures to facilitate non-profit sector activities. Approximately 100 people will attend on behalf of the government and domestic NPOs, along with lecturers invited from Vietnam and China.
- Capacity Building Program for Domestic NPOs (October 2007-February 2008)
Targeting roughly twenty executives of Laotian NPOs, about nine-day capacity building training will be provided covering such topics as organization management and program development. On top of lecturers from Vietnamese NPOs and intellectuals, the project will also seek lecturers from donor organizations and international NGOs based in Laos. Upon completion of the training program, each participant will be asked to draw an action plan to build up capacity of each organization s/he represents, and more or less three plans will be selected to receive support for the implementation of such plans.
