Exchange and Experience Sharing between Local Government Officials of Japan and Vietnam

The project is the second part of the exchange program between Vietnam and Japan at the local level, and aims to promote sustainable exchange between Vietnam and Japan at the local level by providing local government officials in both countries with opportunities for promoting mutual understanding. Six cities in Vietnam and Japan will be selected in which to hold workshops and exchange workshops will be organized to discuss such matters of local governance as the effective and proper execution of master plans which can be deemed as strategies for local development. The project will try to promote exchange and mutual understanding between local government officials in Vietnam and Japan by highlighting issues important in Vietnam and introducing the Japanese experience through a series of activities. This year, Quy Nhon City of Binh Dinh Province, Kitakyushu City, Da Lat City of Lam Dong Province and Hokuto City have been newly selected as target cities on top of Viettri City, Kashihara City, Thaibinh Province and Iwaki City, which were chosen in the first year of the project. Through workshops, local government officials will engage in exchanges.
  1. Exchange Promotion Committee (to be held every other month)
    Exchange Promotion Committees, comprised of experts of local autonomy and city planning, will gather to discuss programming of workshops and selection of participants.

  2. The 3rd Exchange Workshop (May 2007, Kashihara City and Iwaki City)
    Workshops will be organized in-between target cities chosen in the first year (Viettri City - Kashihara City, and Thaibinh Province-Iwaki City, respectively) to review the activities thus far and discuss how future exchange shall be.

  3. The 4th and 5th Exchange Workshops (July and October 2007, 3 days each)
    Two administrators and two regional development experts from Japan side will visit Quy Nhon City and Da Lat City twice, respectively, to hold two workshops in each venue. Quy Nhon is saddled with an issue of bidding for industries to their city on one hand and environmental conservation on the other, Da Lat with tourism development and landscape improvement. These challenges will be shared and the Vietnamese will have opportunities to familiarize themselves with experiences of the Japanese counterparts, and networking and mutual understanding will be promoted.

  4. The 6th Exchange Workshop (January 2008, Kitakyushu City and Hokuto City)
    As the pairs of target cities of this year, Quy Nhon City and Kitakyushu City, Da Lat City and Hokuto City, respectively, will review their activities of the year.

  5. Coordination regarding the Following Yearsf Exchanges (2007)
    Candidates for target cities in Japan and Vietnam, along with themes for exchanges, on the third year will be worked out.
