Baby Boomers Retirement: Design for Employment and Social Participation

Asian countries have been experiencing the rapid ageing of the population and a fall in the birth rate, but Japan will be the first Asian country to face long term structural changes in labor as the baby boomers start retiring in 2007. However, a grand design for the employment and social participation has not yet been presented for the baby boomers who, as a group, have significant experience, abilities, and savings. This project identifies the retirement of the baby boomers as the first wave of a long-term structural change in labor, and aims to study opportunities for employment and possibilities for social participation of the baby boomers, as well as to propose a grand design for the employment and social participation to satisfy both the wishes of individuals wish and the needs of society. The results of the study will be disseminated to Asian countries and OECD nations in order to share the Japanese experience and the grand design with other countries.
The following activities are planned this year.
- Study of the employment and social participation of baby boomers
A study group will be organized comprising experts in labor related fields, and the following study will be conducted. The management of the study group will be commissioned to ISR.
(1) Study of opportunities for employment (April to December, 2006)
(2) Study of possibilities for social participation (April to December, 2006
(3) A grand design for employment and social participation (January to March, 2007)
(4) International conference (March)
(5) Compilation of the study report (Japanese/English) (March)
- Coordination for project management
SPF will coordinate the project by determining its directionand the use of the study results, selecting members to participate in the international conference, and developing feedback methods from baby boomers.
