Promoting Implementation of the UN Handbook on the NPI Satellite Account in Asia

The NPI satellite account can quantify NPO activities in national accounts. Since the publication of the Handbook on Non-Profit Institutions in the System of National Accounts prepared by the United Nations Statistics Division and Johns Hopkins University in 2003, the practice of NPI satellite accounts has been spreading throughout the world, but its prevalence is lagging in Asian countries. SPF has been supporting a project to study the application of NPI accounts to Japanese statistics, and expected to take some actions to spread the use of the accounts in Asia. The project aims to promote recognition of the accounts by government officials, statistics researchers, and NPI in Asian countries so that the compilation of accounts will be practiced in those countries in the future.
This year, the project targets 9 countries including the Philippines, Kyrgyzstan, Japan, China, China, Bangladesh, India, Thailand, Korea, and Pakistan, and the following activities are planned.
  1. The Second Asian Regional Meeting (Bangkok, July, 2006)
    The Second Asian Regional Meeting will be held to conduct practical training in the preparation of NPI satellite accounts with 9 government officials invited to attend.
  2. Support for the compilation of NPI Satellite accounts (throughout the year)
    CCS will help construct implementation systems for the compilation of NPI Satellite accounts in Asian countries in cooperation with SPF-USA. CCS will conduct technical guidance and training in cooperation with regional experts, UNSD, the UNDP United Nations Development Programme, or UNV United Nations Volunteers as needed.
  3. Release of NPI Satellite accounts on the CCS homepage and an international comparison
    Compiled NPI Satellite accounts will be released on the CCS website, and delegates from CCS will participate in the international advisory committee to compare the results with accounts in other countries.
