Study on Establishing an Evaluation Certification System

  Recently, demand for accountability in policies and projects in the fields of development and public welfare has been increasing, and evaluation systems have been introduced and projects have been evaluated to respond to the social demand for accountability. However, there are not enough evaluation experts in Japan. This project aims to study and propose an evaluation certification system for the education of evaluation experts. The project also addresses improving the quality of evaluations and strengthening the recognition of evaluation so that those who receive evaluations are willing to use the evaluation system to improve the efficacy and effectiveness of projects and organizations.
Activities for the year are as follows.
  1. Study of an Evaluation Certification System
    A study group comprising 6 members from JES will conduct the following activities.
    (1) Study (May 2006 to February 2007)
    (2) Investigation and analysis of social welfare evaluation (June to October, 2006)
    (3) Study in a foreign country (Canada, November, 2006)
    (4) Study of implementation systems (November, 2006 to March, 2007) 
         
  2. External Interns
    External evaluations will be conducted by intern students who study at graduate schools.
    (1) Recruitment of interns and organizations that accept interns (May to June, 2006)
    (2) Selection of 8 interns and preparatory training (July, 2006)
    (3) Detachment of interns under the direction of JES members (July 2006 to February 2007)
    (4) Interim reporting at JES annual meeting (December, 2006)
    (5) Final evaluation meeting to fix the reports (March, 2007)
    (6) Meeting to report the final evaluation (March, 2007)
