ICT Policy Reform and Sustainability in the Micronesian Region

There are not enough ICT experts in Pacific island nations despite the need to take specific measures to respond to national ICT strategies. To improve the situation, the project will provide ICT affiliates in Micronesia with opportunities to learn ICT policies and measures by distance learning. Japanese and US ICT experts will be dispatched to the Marshall Islands and Federated States of Micronesia, and workshops will be held with the experts to help implement ICT measures in these areas. An online forum will be open on the web to share the experience in Micronesia with ICT affiliates in Polynesia and Melanesia.

Activities of the first year will be as follows.
  1. ICT training by distance learning
    (1) Target
    Seven people will be selected from among recommended candidates by governments and educational institutions in Palau, Federated States of Micronesia, and the Marshall Islands.
    (2) Content
    History of information and communication, ICT policy, ICT technology, and management
    (3) Method
    The University of Hawaii will hold a distance learning class twice a week using video conferences and online teaching materials. UH will give certificates of graduation and credits at the undergraduate and master course levels to participants in the distance learning class after completion of the course.
  2. Workshops in Marshal Islands and FSM
    Workshops will be held to discuss the preparation of an ICT committee, legislation, budget planning, and the restructuring of systems.
  3. Management of Online Forum
