Program for Promoting Japan-China Exchange in the Field of Security/ Phase II

It is essentially important to promote exchange between Japanese and Chinese defense force groups and secure platforms for dialogue between young officers in the field of security when the political relationship between the two countries has been cooling down and governmental exchange is deadlocked.

The project aims to support exchange between colonel level officers of both countries in the field of security to promote mutual trust and a stable relationship between the two countries.
  1. Preparation for the China and Japan Visits
    SPF and a Chinese counterpart will plan the exchange activities and prepare teaching materials. The Chinese counterpart will visit Japan and discuss exchange activities in Japan.

  2. China visit
    (1) Participants: 10 security affiliates including Security Self-Defense Force officers, SPF staff, and knowledgeable people.
    (2) Dates: 10 days in early June
    (3) Chinese participants: About120 persons, including participants in the past project will join the exchange activities.
    (4) Venue: Military facilities in the southern and inland parts of China, military education facilities in Beijing, Communist Party facilities, and historic places.

  3. Japan visit
    (1) Participants: 20 officers from the Peopleユs Liberation Army, 2 participants from the International Institute for Strategic Studies and Chinese Defense Department
    (2) Dates: 2 weeks in late August
    (3) Japanese participants: About 100 persons, including participants in the past project, will join in the exchange activities.
    (4) Venue: Self-Defense Agency, the National Institute for Defense Studies, the National Defense Academy, facilities of the armed forces, Diet Building, private companies, local villages, and historic sites.
