Research on Comprehensive Security in Northeast Asia

A framework for a multilateral dialogue among Japan, China, and Korea, the three major countries of East Asia, has not yet been constructed in the area of national security. At the ASEAN + 3 leaders meeting in October, 2003, the leaders of Japan, China and Korea agreed to strengthen cooperation among the three countries in the areas of economy, security, culture, science, and environment. However, cooperation in the security area among the three countries has not yet been fully achieved. The project aims to develop possible strategies to solve Northeastern Asian security problems by forming collaborative study groups with researchers from the private sector and conducting attitude surveys of policy planners, scholars, and researchers.

Activities of the year will be as follows.
  1. Research into a China-Japan-Korea Trialogue concerning Northeast Asian Security (Grant project for IEAS)
    IEAS will organize a core group meeting, conduct attitude surveys of Japanese, Chinese and Korean experts, and organize a symposium.
    (1) Attitude survey for experts
    IEAS will conduct attitude surveys of 90 security experts (30 experts in each country) over two years using the Delphi method. A core group meeting will be held as the need arises to discuss the direction and results of the survey
    (2) Symposium
    A symposium will be held to report the results of the expert attitude surveys in February, 2007. Participants will include the core group members, security experts, politicians, and government officers from the organizing country. The total number of participants will be about 100.

  2. Commission of bureau tasks to Seigakuin University
    Seigakuin University will be commissioned to conduct bureau tasks such as paperwork, shipments, and the coordination of core members in Japan.
