Capacity Building for Development in Central Asia and Caucasus ^Phase II

Central Asian and South Caucasian countries have completed the transformation of their political and economic systems from the old systems established during the Soviet era. However, after 9.11, they have to consider the international relationships among the US, Russia, China and South Asia in order to solve their domestic problems, and Japan finds it has an important role in approaching these problems from a neutral position. The project aims to help Central Asian and South Caucasian countries to develop effective policies in political, economic, diplomatic, and security areas by supporting research, dialogue, and the sharing of information among participants in the project in cooperation with East and South Asian experts. At the same time, the project aims to strengthen intellectual human networks in these areas.

Activities of the first year will be as follows.
  1. Policy research
    Leading scholars and researchers will be selected from each country to study domestic and diplomatic problems.

  2. Workshop (June, 2006 in Teheran)
    A workshop will be held with invited East and South Asian experts to report and discuss the interim results of the research. About 30 members of the research group will attend the workshop.

  3. 12th SPF Issyk-Kul Forum (November, 2006)
    The forum will be held with 40 of the project participants invited to disseminate the results of the project and strengthen human networks among them.

  4. Dissemination of the research products
    (1)Transmission of regional information from Central Asia and South Caucasia using web
    (2) Publication of the results
    Results of the project will be compiled as a monograph and delivered to relevant people.

  5. Other
    Dr. Boris Z. Rumer will act as an advisor to give advices on the selection of participants and tasks, and the management of the reporting seminars and 12th SPF Issyk-Kul Forum.
