Human Resource Development Program for Economic Research in Myanmar

Myanmar is a potentially strong country with fifty million people and a high literacy rate. However, since 1988, Myanmar has been under severe information control, and research and education systems have been badly affected. Only a small number of researchers can write papers for peer reviewed journals and these researchers are getting old. Under the current conditions, the project aims to promote capacity building in young Myanmar researchers by providing them with research opportunities for the analysis of economic problems including industry development, policies and legal systems for trade and investment, and issues on foreign exchange.
Activities of the first year will be as follows.
- Preparative activities (April to July, 2006)
(1) Formation of a Japanese instructor group (April, 2006)
A Japanese instructor group will be formed with Japanese researchers including Toshihiro Kudo. They will visit Yangon twice during the above period and offer advice on research directions and the preparation of papers.
(2) Formation of a Myanmar instructor group (April, 2006)
A Myanmar instructor group will be formed with Myat Thein as a leader and regularly give young Myanmar researchers advice on research and how to write research papers.
(3) Selection of young Myanmar researchers (May, 2006)
The instructor groups will select 3 researchers each from the areas of agriculture, industry, and economics based on English capability and experience in writing papers.
(4) Instruction for research (May, 2006)
The 9 selected researchers will take a concentrated class. Japanese instructors will teach in each area.
- Research, preparation of papers, and seminars (August, 2006 to January, 2007)
(1) Research and preparation of papers (August to December, 2006)
The researchers will study given subjects in each area. The Myanmar instructor group regularly offers advice to the researchers.
(2) Seminar (January, 2007)
A seminar will be held in Yangon to present the results of the research.
- Compilation of research papers (March, 2007)
Research papers will be compiled and teaching materials will be prepared by the Myanmar instructor group.
