Capacity Building for Enhancing Legal Environment of Nonprofit Sector in Vietnam

Non-profit organization (NPO) activities have been attracting attention in Vietnam, which is ruled by the communist party. Since governmental regulation on NPO activities is strict in Vietnam, Vietnamese NPOs are still in their infancy, and the development of legal systems for NPO activities, capacity building of relevant government departments, and recognition of the importance of NPO activities by government officers are essential tasks to be achieved as soon as possible. The project aims to provide relevant legislation committees with necessary information and advice through research and study missions to foreign countries, thus aiming to develop high quality legislation and implementation systems for the NPO sector in Vietnam.

Activities for the year will be as follows.
  1. Research on NPO laws
    VAH will study relevant laws of NPO activities, including NPOs with no supporting members, and the regulations and management of NPO laws, and prepare about 4 papers. After conducting research, VAH will organize a meeting in Hanoi to share the research results with about 40 members of the legislation committee and relevant government officers. At the end of the fiscal year, a seminar will be held in Hanoi with 60 members of the legislation committee and relevant government officers invited to attend.

  2. Enlightenment of the legislation committee and strengthening of research capability
    (1) Study missions to foreign countries (March, 2007)
    Study missions consisting of executive members of the legislation committee will be dispatched to two foreign countries selected from India, the Philippines, and Korea.

    (2) Strengthening of human networks among NPO experts (through year)
    VAH will organize workshops with outside and domestic experts to strengthen the capacity of the legislation committee and government officers using human networks with NPO experts constructed last year. VAH will also dispatch network members to training programs and workshops organized by other foundations.
