Establishing a Human Resource Database for Peace Building Activities

The following activities are planned.
  1. Construction of a human resource pool for conflict prevention
    A database of human resources for conflict prevention will be constructed. A review committee for registration will be formed with Director Kenji Isezaki and two more members of the JCCP, and the committee will evaluate and grade applicants according to their professional knowledge, linguistic ability, and physical ability under stressful environments. These data are accommodated in the database and the database will be open to the public. The applicants are graded into three levels, first, second, and third. First level personnel are those who have adaptable fighting potential. Second level personnel are those with sufficient professional knowledge, linguistic ability, and physical power, but not enough experience. Third level personnel are volunteers and are expected to work on the needs of JCCP. In order to maintain the quality of the registered personnel, first level applicants should be evaluated by interview with experienced professionals and by tests to evaluate their ability to manage actual conflict cases. They will be given a ranking corresponding to their abilities. The recognition of the human resource pool will be strengthened through the media.

  2. Fostering of registered personnel (September, 2005 to February, 2006)
    1. Concentrated training course for experts
      A training course for general applicants will be held in Tokyo for 3 days in September, 2005. A training course for experienced applicants will be held for 20 days in January, 2006. The courses include cease-fire surveillance by civilians, election observation, and analytical methods for conflicts.
    2. Study and research in Japan
      A research grant including resource acquisition and traveling expenses will be offered to especially talented registered personnel.
    3. A short training course for supporting jobs in conflict arenas
      A 20 day, short training course for supporting jobs at foreign branch offices of the JCCP will be given on an on|the-job basis to selected personnel.
