A Study of Asset Management Practices in State Owned Enterprises: Learning from the Japanese Experience

In May, 2005, the project will send missions to Japan to visit Japanese government agencies, private affiliations, major companies, and especially private companies that have experience in privatization from government corporations. The visits aim to provide opportunities for managers of state owned enterprises and members of the State-owned Assets Supervision and Administration Commission of State Council (ASAC) to acquire know-how concerning enterprise governance and productivity improvement, and the effects of privatization on management, to enable them to solve problems of assets sale, low productivity, and low efficacy in the management of state-owned enterprises.   
  1. Japan Visit:
    (1) Date: May, 2005
    (2) Members: 16 (8 managers of state-owned enterprises, 6 members of ASAC, and 2 members of the CAFIC for support)
    (3) Sites of Visit:
    (a) Private companies: JR, NTT, Japan Post, Nippon Steel Corporation, Toyota Motors
    (b) Government agencies: Ministry of Economy, Trade and Industry; Ministry of International Affairs and Communications,
    (c) Private associations: Nippon Keidanren, etc.
  2. Summary Meeting On their return to China, a summary meeting will be held to discuss productivity improvement, assets management, corporate governance in state-owned enterprises with not only the participants in the Japan Visit in attendance, but also top managers of state-owned enterprises and members of ASAC. A transcript of the discussion at the summary meeting will be published as a report.
