Establishing Dialogue between The Shanghai Cooperation Organization and Other Influential Players

The International Institute for Strategic Studies (IISS, England)
An group of experts will be formed from affiliate and non-affiliate countries of the Shanghai Cooperation Organization (SCO). They will conduct research on issues of multi-national collaboration in the Shanghai region. International meetings will be held to share the results of the research and obtain feedback for the next yearfs project and policy proposals. Activities of the first year will be as follows.
- Expert group and workshop (May to July, 2005, in Tashkent, Beijing, and Moscow)
An expert group will be formed of experts in national security or international collaboration from affiliate and non-affiliate countries of the SCO, the Russian Institute for Strategic Studies, the Centre for Strategic Studies under the President of Tajikistan, and IISS. The number of the expert group will be about 20 to 30. Workshops will be held by the expert group to discuss issues of terrorism, transfer of labor, water resources, and energy cooperation.
- International Expert Meeting (September, 2005, in Geneva)
An international expert meeting will be held to discuss geopolitical issues for
Central Asia and the roles of affiliates of the SCO in responding to these issues.
They will also discuss possible mechanisms for dialogue between SCO and its
non-affiliates, international organizations, and Asian and European regional
cooperation organizations.
- Dissemination (October to December, 2005)
A transcript of the discussion at the international expert meeting will be compiled and published as a discussion paper.
- Cooperation meeting (January to March, 2006)
IISS will try to hold a cooperation meeting with governments of the affiliate countries of SCO based on discussion papers.
