People Exchange Program: Enhancing the Capacity of Young Vietnamese Leaders

The program aims to provide young Vietnamese leaders an opportunity to visit Japan to study policies and administration concerning higher education and related subjects. The subjects have been selected in consideration of the increasing needs of education personnel as Vietnamese society has moved progressively to a market mechanism economy. The details of the program are as follows.
  1. Preparations (April to August, 2005)
    (1) Selection of Participants
    Participants will be selected based on recommendations. The selection mechanism will be as follows:
    1) A request for nominations will be sent to local governments and organizations selected by VPDF,
    2) Nomination of participants,
    3) Screening of nominees by VPDF and SPF,
    4) Final decision will be made by VPDF. Five to eight participants will be selected.
    (2) Preparatory meeting
    A preparatory meeting will be held by VPDF. They will discuss higher education policies and reconfirm the purposes of the visit with domestic experts. They will also prepare to visit Japan in cooperation with Japanese collaborators. Tentatively, the Japanese collaborators will be Asia Forum Japan and the Japan-Vietnam Economic Exchange Center.
  2. Fact-finding visit to Japan and round-table discussion (For 7 to 10 days in October. 2005):
    In addition to fact-finding tours and get-togethers, a round-table discussion with invited representatives of Japanese companies will be scheduled.
  3. Debriefing session in Vietnam (Nov. 2005) and compilation and distribution of the report (February, 2006) :
    A debriefing session will be held in Vietnam to report upon and evaluate the visit, and recommend possible improvements for the next yearfs visit. A report on the project will be compiled and distributed to relevant people/organizations.
