Building Civil Society Capacity in Negotiating Debt Conversion

The following activities will be carried out in this final year of the project.
  1. Technical assistance (April to October 2004)
    The project will provide partner institutions and other NPOs in the three target countries with technical assistance needed for effectively undertaking debt swap negotiations. Technical assistance will primarily consist of training and workshops aimed at the various organizations involved, meetings between the implementing organizations in the three countries, and provision of support in approaching governments.

  2. Conducting surveys on the current situation in other countries and compiling a report (April 2004 to January 2005)
    The project will conduct surveys in countries other than the current target countries (primarily in Latin America and Africa) to assess the feasibility of undertaking debt swap negotiations. The report will include such information as the feasibility of successfully undertaking debt swap negotiations in each country, the stance of each credit nation, and conditions for NPOs to participate in these processes.

  3. Formulation of overall plans/strategies (November 2004 to January 2005)
    The project will support the formulation of overall plans/strategies in each of the target countries. The report will include overall plans and strategies for NPOs to tackle the debt conversion issue, current and past cases of debt negotiation (in cases where they exist), and analyses/proposals regarding the feasibility of actually undertaking debt swap negotiations.

  4. Compilation and dissemination of survey/research results (November 2004 to January 2005)
    The project will compile a report based on the results of research, technical assistance, and workshops, containing knowledge, skills, and information required when NPOs undertake debt swap negotiations, so that this information can be applied in other countries as well.
