International Comparative Analysis to Assess the Impact of Intellectual Property Developments on the Conduct of Science

The following activities will be conducted in the first year of the project in preparation of a full-scale survey/analysis to be carried out starting the second year.
- Literature study/establishment of an operating system
A study of various literature on the topic will be carried out and partnerships between the participating organizations from Japan, Germany and the UK will be established.
- Pilot survey
A pilot survey on the impact of intellectual property rights targeting 2000 to 4000 members will be carried out in preparation for the full-scale survey to be implemented next year. The people preparing the survey will consider will discuss beforehand what types of questions are most appropriate for a comparative analysis between countries, the advantages/drawbacks of using an Internet-based questionnaire, how to categorize the people surveyed and so on. The results of the pilot survey will be compiled into a report and presented at the 2004 general assembly of the American Association for the Advancement of Science.
- Deciding on the survey method to be used starting next year
The results of the pilot project will be used to determine whether or not a comparative analysis of countries should be undertaken, review and revise the questions as necessary, determine what type of questionnaire to use and who to target in each of the industries, and begin making preparations for next year's full-scale survey.
