Co-Research Project on Japan-China Security Issues

This project aims to contribute to the construction of a new security framework in Northeast Asia by promoting dialogue and cooperation on security issues between Japan and China, including the Taiwan issue, which is a factor of instability in the region. An international symposium was held in 2003, drawing from the large amount of research/surveys conducted in the first four years of the project, to provide a forum of discussion for policymakers and researcher from the countries concerned. The following activities are scheduled for 2004:
- Preliminary survey:
A delegation of researchers will be invited to Japan to exchange views on Northeast Asia security issues with relevant organizations.
- Roundtable meeting:
A roundtable meeting will be held in Beijing in the summer of 2004 inviting a total of 20 people including experts from Japan in order to prepare for the upcoming symposium.
- Questionnaire:
The team will conduct a questionnaire survey on public opinion in China and Japan about each other.
- Symposium:
Date/Venue:Fall 2004 in Tokyo
Participants:
Thirty presenters, including members of the Chinese National Defense Division, General Staff, National Defense University, Chinese Academy of Military Science, Japan Defense Agency, Japan Self Defense Forces, Beijing University, Chinese and Japanese institutes specializing in security studies, and members of the section of Japanese political parties responsible for security policy, and 80 members of the general public.
Theme:
Security in Northeast Asia and the possibilities of Japan-China security cooperation (tentative title).
- Fact-finding mission:
Chinese participants will visit Japanese defense facilities, private corporations and organizations.
- Output:
Conference material and papers will be compiled into a report and distributed to various organizations/individuals.
