People Exchange Program: Enhancing the Capacity of Young Vietnamese Leaders

The following activities are scheduled for 2004:
  1. Selection Process (April to June 2004):
    The selection mechanism will be as follows: 1) request for nominations from local governments and organizations selected by the implementing organization, 2) nomination of participants, 3) screening of nominees by the implementing organization and SPF, and 4) final decision made by implementing organization. Five to eight participants will be selected.

  2. Preparatory meeting/fact-finding visit in Vietnam (July 2004):
    Participants of the preparatory meeting will study the themes of the exchange program, reconfirm the purpose of the visits, and conduct any necessary coordination among themselves. Following the meeting, the details of the visit will be decided with the help of a counterpart in Japan, taking into account the requests made at the preparatory meeting. The tentative theme for this year is government structural reform.

  3. Fact-finding visit to Japan/round-table discussion (Sep. 2004):
    In addition to tours and get-togethers, the seven to ten day visit will also include a round-table discussion inviting representatives of Japanese corporations.

  4. Debriefing session in Vietnam (Nov. 2004):
    A debriefing session will be held in Vietnam to report on/evaluate the visit and recommend possible improvements.

  5. Report compilation by implementing organization (Feb. 2005):
    A report on the project will be compiled and distributed to relevant people/organizations.
