Research on Roles of Program Officer in Grantmaking System

This year the project will research the structure, organization and role of personnel within the grant-making system, and prepare for research/publication activities scheduled for next year onwards.
  1. Research Group/Research Council (July 2003〜February 2004)

    The 20-member research group will comprise staff of private grant-making organizations and researchers with expertise in such area as scientific policy, governance and organizational theory, and philanthropy studies. This year, the group will select case studies related to 1) the evaluation of public and private grant system, and 2) people that play a leading role within the grant-making system in the US and UK; and organize a workshop on a monthly basis. Moreover, the book "Insider's Guide to Grantmaking" will be translated and used as a source of basic information on the role of the program officer. Based on their research, the group will prepare a survey (questionnaire, interview questions) to be used during the fact-finding visit scheduled for next year.

  2. Discussion with the Advisory Group (Year-round)

    Two members of the advisory panel to the Council for Science and Technology Policy on the Competitive Research Funds Reform Project, will also serve as advisors to this project. The project will provide a forum for exchanging information on the progress of the abovementioned project and developments following the establishment of program officers in the current Competitive Research Funds system, as well as discussing the direction of the research and publicity methods to be taken.
