Capacity Building in Strategic Decision-Making: Lessons from the Development Experience in the Asia-Pacific Region

The Georgian Foundation for Strategic and International Studies (GFSIS) will offer a training course for government workers involved in South Caucasus policymaking. The project will take advantage of Georgia's neutrality in order to promote stability of domestic politics in the South Caucasus nations, build mutual confidence within the region, and strengthen their relations with the international community.

The following activities will be carried out in fiscal 2003.
  1. Selection of course participants(October 2003):

    First, a document-based screening process will be carried out with the assistance of NGOs and the Armenian, Azerbaijan and Georgian governments. GFSIS will then invite candidates for interviews, and select participants for the training course.

  2. Preparations for the training course (October to November 2003):

    Utilizing GFSIS's expertise in conducting training programs, Georgian specialists will compile teaching materials for the course.

  3. Training Course (December 2003):

    Five participants each from Armenia, Azerbaijan, and Georgia will participate in a two-week training course at GFSIS in Tbilisi. The training course will include theories of international relations, regional security, international organizations, and international economics/finance. The courses will be taught by the GFSIS researchers, as well as Georgian experts and professionals. Furthermore, SPF will also send East Asian specialists who were involved in the foundation's Central Eurasian project to the training course so they can give lectures on East Asian politics, economics, and security.

  4. Compiling a report (January to February 2004):

    A report on the training course will be compiled by the end of February 2004.
